It's true. Look at how many neighbours hear abuse but stay out of for fear of being accused of being a stickynose. I would never do this, if I heard something, I would say something but I agree, sometimes it's frustrating because the woman sometimes goes back and you wonder why. 
I think a nationwide campaign is needed to educate the general public that they need to say something if they hear DV. Maybe the Police think they wouldn't be able to deal with the workload but when 70% of assaults are taking place in the home where a Man is beating a Woman, there is something majorly wrong when your home is the most dangerous place as a woman.
Sometimes I wonder why my neighbours never said anything - I wish they would have, maybe the embarrassment would have seen me leave earlier.
